Fulbourn Community Project - An Arts Strategy for Fulbourn

Introduction
Fulbourn Parish Council, the Trustees of the Townley Memorial Hall and the Committee of the Fulbourn Sports and Social Club are promoting a scheme to update the Memorial Hall, re-locate the Sports and Social Club adjacent and build an indoor sports facility. A planning application has recently been submitted to South Cambridgeshire District Council for this project which has been the subject of considerable and continuing consultation in the village, with clubs and other organisations including the present users of the Hall and with various departments of the District Council.
 
At present, use of the Hall by arts organisations or individuals involved in the arts is limited to periodic performances ( about 3 per year) by the St John’s Players who are based there and to occasional visual arts and crafts exhibitions. Surveys carried out as part of the Project focussed on existing village organisations, largely sports based, and existing users. No attempt has been made to canvas interest in the use of the Hall, or any of the other new facilities planned, to provide for or encourage the arts in Fulbourn.
 
The possibility of funding from bodies supporting the arts has persuaded the Fulbourn Community Project to promote the preparation of an arts strategy as a means of discovering what the present and latent demand is for facilities and space for the visual and performing arts in the village.
 
What would an arts strategy achieve?
An arts strategy would:
 
·      provide the basis for encouraging and developing the arts in Fulbourn
·      enable the collection of information on the present involvement of residents in the visual and performing arts
·      discover what latent demand there might be for clubs or groups in support of the arts in the village
·      assess what contribution might be made to village life by professional arts organisations or artists
·      propose what facilities, if any, are required in the village and in particular what might be provided as part of the Fulbourn Community Project
 
Possible approaches
A successful arts strategy would require independent input from professionals working in the field of arts development and management. Expertise within the village community is limited to individuals practising the visual arts, music associated with the parish church and the primary school, the St John’s Players and individuals involved with the performing arts in the Cambridge area. Partnership between these individuals and groups  will need to be fostered with the help of District Council Arts Officers and others active in the field of the arts locally. A feasibility study is needed which would include:
·       an audit of individuals and groups presently involved in the arts in Fulbourn
·       an assessment of the latent demand for arts facilities and opportunities for practising the arts
·       an evaluation of the scope for improving the existing facilities in the Townley Memorial Hall and providing new facilities as part of the adjacent proposed Community Project
·        an assessment of the benefits of promoting the involvement of professional artists and groups in the development of the arts in the village through such means as teaching, performances and exhibitions
·        consultation with and feedback from individuals, groups, key providers and funding partners
